這個最佳解有點....
1.這句話應該是     除了幾位重傷患被送到最近的醫院以外,輕傷者皆接受了適當的治療
WHILE應該不只是"當"而是有比較意味的輕傷者與重傷者的不同處理方式   但時間上   應該是差不多時間點的.即是救護車來進行救援的那段時間.如此短的時間比較沒有完成式的適用

2.若堅持用當來翻譯.  也是同時發生的事 . 還是不會用到had been的完成式. 因為後面的副詞子句用了were  .以句子裡面並沒有特別強調先後的時間副詞來說.應該是用平行結構.所以還是沒有理由用had been.

a number of 與 the number of雖然長得很像，但是語意完全不同。a number of 可以把它看作等於many，就是「許多」、「一些」的意思。
A number of students are sick today.   今天有些學生病了。
簡單來說，把a number of 看成many或 some 就是了。

至於the number of 則是指「XXX的數目」的意思。
The number of sick students is decreasing.  生病學生的數目正在減少。
