1. When 2 power-driven vessels are meeting on reciprocal or nearly reciprocal courses so as to involve risk of collision each shall alter her course to starboard so that each shall pass on the port side of the other.
2. Such a head-on situation shall be deemed to exist when a vessel sees the other ahead or nearly ahead and by night she could see the masthead lights of the other in a line or nearly in a line and/or both sidelights and by day she observes the corresponding aspect of the other vessel.
3. When a vessel is in any doubt as to whether the head-on situation exists she shall assume that it does exist and act accordingly.
1. The mission of the International Maritime Organization (IMO) as a United Nations specialized agency is to promote safe, secure, environmentally sound, efficient and sustainable shipping through cooperation. This will be accomplished by adopting the highest practicable standards of maritime safety and security, efficiency of navigation and prevention and control of pollution from ships, as well as through the effective implementation of IMO’s instruments.

The International Convention for the Prevention of Pollution from Ships (MARPOL) aims at preventing and minimizing pollution from ships - both accidental pollution and that from routine operations - and currently includes six technical Annexes. Annex I contains the regulations for the prevention of pollution by oil. Annex II involves the requirements for the control of pollution by noxious liquid substances in bulk. Annex III deals with the prevention of pollution by harmful substances carried by sea in packaged form. Annex IV contains the regulations to control pollution of the sea by sewage. Annex V involves the requirements for the prevention of pollution by garbage from ships. Annex VI deals with the prevention of air pollution from ships.
