1. include當動詞，意為「包含；把...算入 」
S+ include +N/V-ing
2. 過去分詞 included 當形容詞，意為「包含在內的；作為一部分的」，必須放在其修飾的名詞之後。
S + V..., N/V-ing + included
3.including 為介系詞，其後接名詞作為受詞，引出前方子句所述的事物，與前方子句之間常會加上逗號隔開。

所以這句 步驟是
第一步：先看動詞是has been，已經有主要動詞，刪除選項A跟選項B
第二步：D選項 to included不定詞是目的、為了要...的涵義，與題目句意不同，題目已經是結果論了。刪掉選項D
所以就是選C，當然可以用逗號後面加V-ing去選擇，但要考慮到主動or被動。
補充：
但這題如果是被動included用法，跟主動including用法差別在放的位置。
(1) included 是放在被包含東西的後面。
ex. A , B and C included. (包含A,B,C在內)
(2) including 是放在包含東西的前面。
ex. ,including A , b and C .
