Consist 的用法是 consist of，要注意這個字不會使用被動語態，所以並沒有 be consisted of (X) 的用法喔，直接說「整體 consist of 部分」就可以了，例如：
Our team consists of the best players in the nation.（我們隊伍由國內最厲害的選手們所組成。）
This report consists of three parts, and I’ll elaborate on them one by one.（這份報告由三個部分所組成，我會一一說明它們。）

所以前面這位同學問的：The class is consisted of 18 boys and 16 girls.
要改成主動語態才正確喔：The class consists of 18 boys and 16 girls.（這班由 18 個男生及 16 個女生所組成。）

A be made up of B

不同於前述的 A be made of B 「A 是由 B 製成的」，A be made up of B 意思為「A 是由 B 組成的」。B 通常為複數，表示 A 是由許多 … 所組成的。

The car is made of steel. 車子是由鋼鐵製成的。
