411 If a driver sees cones, a barrier, or a fence on the road, but no construction worker,
(A) it means the construction has not yet begun, so the driver may move the cones, barrier, or fence from the road and drive through carefully.
(B) it means the construction has already been completed and the driver may move the cones, barrier, or fence from the road and pass through carefully.
(C) drivers may neither enter the construction area, nor touch any barriers at the site.
