44 It is essential, if man is not to be compelled to have recourse, as a last resort, to rebel against tyranny and oppression, that human rights should be protected by the rule of law.
(A) Tyranny and oppression should not be protected by the rule of law.
(B) The rule of law should protect people from being oppressed.
(C) If a man is not oppressed by a tyrant, he will never rebel.
(D) If a man rebels against tyranny and oppression, he should enjoy his human rights.
