This quote is very strange...and I don't agree with it.   I wonder if there is anyone in the world who has the clear conscience always? If yes, he or she must have the bad memory according to the quote. So we should be being the person who has the clear conscience or who has the bad memory?

It basically just suggests that it is impossible to have a clear conscience. Therefore if you think you have a clear conscience, you are suffering from bad memory because you cannot remember the not so nice things you did.
