       The United Arab Emirates (UAE) is home to Dubai, the world’s fastest growing city. Dubai is home to only 80,000 citizens, but an estimated ten times the number of foreigners. Fueling the foreign population growth are laws that make Dubai a tax- free haven for businesses to relocate to, as well as a Disney-like beach-front that beckons foreigners with the promise of being pampered with world class hotels, dining, shopping, indoor skiing and the like. In 1990, there was only one building that could be called a skyscraper; today, Dubai looks like Hong Kong.
