With the coming of the era of the knowledge economy, education would bring social mobility. Yet, under the influence of family social and economic state and the gap between cities and countries, the education for disadvantaged groups are strictly challenged. in view of this, the minister of education aggressively integrate governmental and non-governmental resources, gradually carry out the policy to take care of disadvantaged groups, and bridge the gap of learning between cities and countries.
