(一) Tại Đài Loan, giải thưởng “Văn học dành cho di dân mới và lao động di trú” được tổ chức thường niên dành cho người nước ngoài đang sinh sống và làm việc ở đây. Bằng ngòi bút sắc bén của mình, họ đã viết ra những câu chuyện của chính cuộc đời mình. Những tác phẩm mà họ viết đã truyền đạt nhiều thông điệp vô cùng ý nghĩa, chân thật và đa sắc màu tới người yêu thích văn học.

(二) Trong những thập niên cuối của thế kỉ 20, Đài Loan đã trải qua quá trình công nghiệp hóa thần tốc với tốc độ tăng trưởng kinh tế cao. Nhiều ngành công nghiệp cần một lực lượng lao động lớn để hỗ trợ gia công sản xuất. Để giải quyết vấn đề này, Chính phủ đã đề xuất các luật định cho phép lao động nước ngoài đến Đài Loan làm việc hợp pháp từ đầu những năm 1990. Theo Bộ Nội chính, hiện nay, số lao động di trú của Đài Loan là hơn 720.000 người, chiếm hơn 3% dân số Đài Loan, hầu hết đến từ Đông Nam Á.
