四、依據維也納條約法公約第 31 條第 1 項及第 2 項為條約解釋時，該如何 進行？請申論之。（25 分）

三、於 2023 年 11 月，非 C 國籍之不明國籍甲船在 C 國外海出現，並於 7 海 浬內故意下錨勾拖，導致 C 國海底電纜損壞，甲船隨即逃逸。2025 年 10 月，C 國海巡人員發現外觀相似於甲船的他國籍船隻正在外海 11 海浬持 續航行緩慢通過。依據聯合國海洋法公約，C 國可否對該外觀相似於甲 船的他國籍船隻執行刑事管轄，登船調查犯罪事實，請申論之。 （25 分）
