2. The illegal, unreported and unregulated fishing (IUU fishing) has been a hot issue under the international
law of the sea for decades. IUU fishing endangers marine resources and deteriorates the marine eco-system.
Accordingly, the Food and Agriculture Organization under the United Nations released International Plan of
Action (IPOA) on IUU fishing in March 2001, to call for preventing the IUU fishing.
