假設A、B兩境內都有同一少數族C,於2010年成立C革命組織,穩定控制A、B 兩國内各約10%之土地,並持續以武力攻A、B兩國其領土。A國政府邀請X國軍事支援,X國於2012年9至10月間、出勤空軍轟炸A、B兩境内C組織之武力部隊及軍事設施等。後C组織於2012年11月1日在 Y國首都發動恐怖攻撃，炸毀民間歌劇院、百貨公司等,致有200多名Y及他國人民死亡。Y國政府隨即出動空軍，於11月2至 10日間轟炸A、 B兩國境内的C组織部隊及軍事設施等,另導致當地人民100多人死傷。聯合國安全理事會後於2012年11月20 日通過決識,除譴責查C為恐怖組織,並決議如下:Calls that have the capacity to do so to take all necessary measures, in compliance with international law, in particular with the United Nations Charter, as well as international hurnan rights, refugee and humanitarian law, on the territory under the control of C, in A and B, to redouble and coordinate their efforts to prevent and suppress terrorist acts committed specifically by C and all other individuals, groups, undertakings, and entities associ ciated with C, a , and to eradicate the safe haven they have established over significant parts of A and B.後C組織於2013年1月宣佈成立C國, 迅得到P、Q、R等同種族國家之承認。請問:
