The increasing number of ship accidents worldwide makes it necessary to establish a comprehensive ship safety plan.
The captain must formulate a plan so that all crew members on board have sufficient knowledge about firefighting and life-saving equipment. At the same time, all crew members should always be vigilant and pay attention to safety to reduce the occurrence of accidents.
The captain must regularly report to the company on the progress of implementing the safety plan on board. This report should be prepared by the company quarterly or monthly, and if there are accidents, injuries, or time losses, they should be included.
Such accident reports must specify the cause, nature of the accident, extent of injury, and time loss. If there is a special accident, the captain must state what necessary measures were taken to prevent similar accidents from happening again. The number of copies of the report may vary among companies, but the captain must keep one copy on file.
In the event of a major accident, such as a collision, the shipowner must instruct the captain and other senior officers to be cautious. Except for the shipowner's representative, the ship's insurer's representative, or a lawyer, no information should be disclosed or statements made to outsiders.
